Nice article! But remember that provinces do not need to ratify a Constitution, though that is the easiest approach.

The Iraqi Basic Law also allows for any portion of the Basic Law to be amended by a three-fourths vote of the INA (http://tdaxp.blogspirit.com/archive/2005/02/02/no_ratification_needed.html). With the UIA and Kurds together apparently gaining a razor-thin majority over three-fourths (http://tdaxp.blogspirit.com/archive/2005/02/09/iraq_s_transitional_national_assembly_projection.html), this is a real possibility.
