John, you characterize soft partition as suboptimal, but one key aspect of bolstering and envigorating Iraqi ground-up democracy is that individual Iraqis appear to be willing to stand up for what they've fought (or at least, suffered) for.
I have long maintained that the fundamental problem we've got to lick is that folks who have lived under repression for such extended periods cannot appreciate their newly gained freedoms overnight. A soft partition would certainly rely on individual citizens to stand up, as opposed to the media's portrayal of free elections as providing that a priori.
